Andorra passive residency in 2026

Passive residency lets you live in Andorra without working there. Since 13 February 2026, Law 2/2026 requires a €1,000,000 investment in Andorran assets and a non-refundable payment of €50,000 to the Andorran Financial Authority (AFA), plus €12,000 for each dependant.

Who it suits

  • People living on investment income, pensions or businesses run from outside Andorra.

  • Families who want to settle in Andorra together.

  • Anyone able to spend at least 90 days a year in the country, without working there.

The requirements

  • Investment: at least €1,000,000 in Andorran assets, held permanently and effectively.

  • Property: if you invest in real estate, more than €800,000 must go into each property unit.

  • Reduced route: €400,000 if the investment goes into the Fons d’Habitatge (housing fund).

  • AFA payment: €50,000 for the main applicant, plus €12,000 per dependant. Definitive and non-refundable, unless the initial authorisation is refused.

  • Investment deadline: within six months, extendable by about six months for force majeure or a third party’s fault. Evidence must then be filed, or the authorisation is cancelled.

  • Residence: at least 90 days a year in Andorra.

  • Activity: no professional activity in Andorra.

  • Income: more than 300% of the annual Andorran minimum wage for the main applicant, plus 100% for each dependant. With the minimum wage at €1,568.67 a month (from July 2026), that is more than €56,472.12 a year for one person, €75,296.16 with one dependant and €94,120.20 with two.

  • Health insurance: cover valid in Andorra for the whole permit period. Adults aged 18 to 60: illness, incapacity and old age; children and people over 60: health cover.

  • Medical examination: compulsory, with a favourable result.

  • Background: clean criminal record.

Where the €1,000,000 can go

One asset type or a combination of these:

  1. Andorran real estate (more than €800,000 per unit).

  2. Shares in Andorran-resident companies.

  3. Debt or financial instruments of Andorran-resident entities, or Andorran investment funds. These count for 36 months at most; the money must then move to another eligible asset.

  4. Debt issued by an Andorran public administration.

  5. Life insurance with an Andorran-resident insurer.

  6. A non-interest-bearing deposit with the AFA.

What it costs

  • Your investment: €1,000,000 (or €400,000 via the housing fund). It remains your asset.

  • AFA payment: €50,000, plus €12,000 per dependant. This is a cost, not a deposit: you do not get it back.

  • Fees and paperwork: Government permit fees are €3,000 for the main applicant and €1,000 per dependant for the initial permit, and €500 for each renewal. Translations, legalisation and insurance depend on your case; we set them out for your file.

  • Our fees: quoted for your project after the free call.

Plan around the 2026 quota

The 2026 immigration quota cut passive-residence places by nearly half compared with the quota first approved in October 2025. Check availability before you commit to an investment timetable.

Related routes

Two routes follow similar rules, with the same AFA payments and a 90-day residence minimum:

  • International professional activity: you run an activity from Andorra, with at most one employee and at least 85% of the work outside Andorra.

  • Scientific, cultural or sporting interest: for recognised profiles in those fields.
